বহুদিন ধরে সরকারি কর্মচারীদের DA নিয়ে রাজ্যে বিতর্ক চলছে। রাজ্য সরকারি কর্মচারীদের DA বাকি আছে, মুখ্যমন্ত্রী দিতে রাজি নন। বর্তমানে মামলা হাইকোর্টে। কোর্টে রাজ্যের হয়ে রাজ্যের অ্যাডভোকেট জেনারেল declare করেছেন যে সরকারি কর্মীদের DA নাকি কিছু বাকি নেই। অথচ এতদিন ধরে প্রচুর দাবী উঠেছে এবং দাবী রয়েছে যে DA বাকি আছে। তাহলে সত্যিটা কি? কৌতূহলের বশেই জানবার চেষ্টা করেছিলাম। আপনাদের সাথেও share করতে চাই। এটি রীতিমত একটি ছোটখাটো গবেষণা, তথ্য সংগ্রহ করেছি বিভিন্ন সরকারি সাইট থেকে যেগুলোর লিঙ্ক লেখার শেষে দেওয়া আছে। পুরোটা পড়লে বোঝা যাবে DA নিয়ে এই ডামাডোলের কারণ কি এবং তা কতটা যুক্তিসঙ্গত বা আদৌ যুক্তিসঙ্গত কিনা। প্রথমেই জানতে হবে, DA কি এবং কেন? DA বা Dearness Allowance হল মহার্ঘ্যভাতা। ধরা যাক আমার মাইনে আজ ১০০ টাকা। আজকের বাজারমূল্যের নিরিখে এই ১০০ টাকায় আমার সংসার চলে। কিন্তু আগামী বছর যদি Price Index বা মূল্যসূচক বদলে যায়, জিনিসপত্রের দাম বাড়ে, তখন জীবনযাত্রার মান exactly এক রেখে চললেও ১০০ টাকা আমার সংসারে কম পড়বে। অর্থাৎ জিনিসপত্রের দাম বাড়ার পরেও যদি আমার মাইনে ১০০ টাকাতেই আটকে থা

Just before independence India got divided based on Religion. Muslims got their share separated from India & formed Pakistan.  Since Pakistan was meant for Muslims of undivided India, therefore, the other part that complemented Pakistan was logically supposed to be for all non-Muslims of undivided India.   Therefore, it won't be logically incorrect to say that today's India is necessarily meant for non-Muslims. It is meant, not only for Hindus, but for all other religious sects except Muslims.  People of all other religio-cultural backgrounds too have similar right on India as the Hindus have. Muslims also would have had similar right had they not taken their share earlier. But in the current context India must necessarily be a non-Muslim State of Religious Harmony. The recent Anti-Triple-Talaq Bill passed at the lower house of Indian parliament has marked Instant Triple Talaq TT a cognizable, non-bailable criminal offence. However, the Bill got stuck at the upper house of the parliament as the majority opposition there wanted to change TT into a non-cognizable offence & wanted NOT to criminalise Triple Talaq but to put it in Indian Civil Code. The said Bill is written followed by banning of Triple Talaq by the Supreme Court of India. A section of Muslim men has been aggrieved by the Apex Court banning Triple Talaq. Therefore, when the parliament brought a Bill keeping TT as a cognizable, non-bailable offence, they placed some arguments as follows: 1. The SC has declared TT banned.  2. Therefore, even if a Muslim man utters TT, it is obvious that Talaq hasn't happened (by Apex court order)   3. They meant, since TT is banned, & by uttering TT, Talaq is not ensured, hence just 'uttering TT' can never be treated as a cri

The Anti-Triple -Talaq Bill that wasn't passed at the Rajyasabha of the Indian Parliament had kept provision for sending Muslim men to jail for a period of maximum 3 years & questions had been raised that if the husband was sent to jail, how would the wife earn the livelihood for herself and children? If the husband is in jail, how would he take financial responsibility of his family? With respect to this, I think, the law must consider different approaches of TT that Muslim men may take. And sending him to jail may be the last option as there may be several other more effective ways to get them restrained from practicing TT. Let's see how many varieties of cases may there be. 1.
